A small town common or park with benches around. If a coffee shop is built, you can drink coffee & visit with neighbors, watch children play on grass, etc.

Suggestion
Goes back to earlier comments that the entire area needs to be cleaned up to draw people for open space activities. This would create more people in area. I still believe it starts with a bigger draw to get people there.
